Nationwide – The U.S. Bureau of Economic Analysis (BEA) released new statistics measuring the outdoor recreation economy for the nation, all 50 states, and the District of Columbia. The new U.S. data show that outdoor recreation generates $1.1 trillion in economic output (2.2% of GDP), 4.98 million jobs and comprises 3.2% of U.S. employees for the nation. Massachusetts Office of Outdoor Recreation

November 15, 2023 — CONFLUENCE OF STATES RELEASE ANNUAL OUTDOOR REPORT HIGHLIGHTING WORK ACROSS OFFICES

NATIONWIDE – The Confluence of States released their annual Outdoor Report providing an overview of the collective work offices of outdoor recreation have accomplished for fiscal year 2023. Offices include:

Offices of Outdoor Recreation provide a centralized and dedicated home to coordinate efforts across agencies, identify new opportunities for economic growth, connect all communities to the benefits of time outside, and promote responsible recreation in a state’s most treasured places. They support the outdoor industry developing economies and creating jobs, increasing rural prosperity, improving public health outcomes and quality of life, and promoting environmental stewardship and conservation.  

The Confluence of States is a growing network guided by four pillars to ensure outdoor recreation retains a bipartisan approach:

  • Conservation and Stewardship 

  • Education and Workforce Training 

  • Economic Development 

  • Public Health and Wellness 

The report highlights each pillar describing efforts from across member state offices and their departments. From facilitating grant funding to supporting outdoor economy summits and passing meaningful legislation to support the outdoors.

For 2021, U.S. federal data showed that the outdoor recreation economy accounted for $862 billion in gross economic output, 1.9 percent of gross domestic product, and 4.5 million jobs in 2021. From 2020 to 2021, the outdoor recreation economy grew nearly 19%, over three times faster than the U.S. economy as a whole. New data for 2022 is scheduled to be released later this month through the Bureau of Economic Analysis

October 5, 2023 — CONFLUENCE OF STATES LEADERS GATHER IN NORTH CAROLINA, ELECT NEW LEADERSHIP FROM ARKANSAS AND MAINE

CHEROKEE, NORTH CAROLINA - The Confluence of States recently met at the Outdoor Economy Conference in Cherokee, North Carolina. The conference brought together over 600 outdoor industry leaders, advocates, business leaders, and stakeholders from across the country to collaborate on important issues facing the outdoor economy. The conference featured keynote speakers, panel discussions, and workshops focused on topics such as building vibrant outdoor communities, leveling up outdoor businesses, advancing inclusive and effective coalitions, and envisioning the future of the outdoor economy. Members of the Confluence of States also met with leaders of the Statewide Outdoor Business Alliance Network and members of the National Governors Association’s Outdoor Recreation Learning Network.

During the convening, Katherine Andrews, Director of the Arkansas Office of Outdoor Recreation, was elected Chair of the Confluence of States Coalition for 2024. Carolann Ouellette, Director of the Maine Office of Outdoor Recreation, was re-elected to serve as Co-Chair.

Arkansas is the only state in the middle of the country that by seeing the importance and impact of outdoor recreation has created an Office of Outdoor Recreation to capitalize on the growing outdoor economy and The Natural State’s abundance of natural resources,” said Katherine Andrews, Director of the Arkansas Office of Outdoor Recreation. “I look forward to working with my counterparts across the United States to further promote and advance the mission of Confluence.”

As the Natural State, Arkansas boasts a vast array of natural resources, including mountains, rivers, forests, and parks that are perfect for outdoor activities such as hiking, camping, fishing, and hunting. Recent efforts by the state government and private organizations have focused on promoting and expanding outdoor recreation opportunities in Arkansas. Efforts including The Natural State Initiative have helped to elevate the importance of outdoor recreation, attracting visitors, providing jobs, and improving the overall quality of life for residents. According to the Department of Commerce's Bureau of Economic Analysis (BEA), outdoor recreation generated $3.5 billion dollars in economic output, comprising 3.1% of Arkansas employees and 39,929 jobs.

In Maine, outdoor recreation generated $2.8 billion dollars in economic output, comprising 4.9% of Maine employees and more than 31,000 jobs according to the Department of Commerce's Bureau of Economic Analysis (BEA). The Maine Office of Outdoor Recreation works closely with partners from the public and private sectors to leverage Maine’s assets and outdoor heritage to grow the outdoor rec economy and brand.

17 states are currently members of the Confluence of States, having committed to supporting the outdoor recreation economy on behalf of their respective governors. Since the formation of the Confluence of States in 2018, the Chair position of the organization has been held by the leaders in Colorado, Oregon, Montana, New Mexico, Nevada, and most recently Michigan. Additional members include Arkansas, Maine, Maryland, New Hampshire, North Carolina, Pennsylvania, Utah, Vermont, Virginia, Washington, Wyoming.

Working alongside outdoor recreation industry leaders, the Confluence of States member states are guided by four pillars of outdoor economy success:

July 25, 2023 — CONFLUENCE OF STATES AND SOCIETY OF OUTDOOR RECREATION PROFESSIONALS RELEASE FIRST-EVER SCORP COMPARISON REPORT

NATIONWIDE - The Confluence of States and Society of Outdoor Recreation Professionals released the first-ever Statewide Comprehensive Outdoor Recreation Plan (SCORP) Comparison Report. This report compares SCORPs to each other, shares differences and/or similarities, and raises the visibility of each plan's impact on a community. SCORPs are critical for ensuring the availability and sustainability of outdoor recreation resources. This report is for members of the outdoor recreation community including SCORP leaders who want to learn what other states are doing.

The Statewide Comprehensive Outdoor Recreation Plan (SCORP) process was established in the 1960s as a tool to guide the development and management of outdoor recreation resources by state to receive funding under the Land and Water Conservation Fund (LWCF) Act. States must update their SCORP every five years. This allows states, tribes, and local governments, to apply for and receive LWCF matching grant funding for the acquisition and development of public parks and other outdoor recreation sites. Over the years, some SCORPs have evolved to include a greater focus on public participation, stewardship, and equitable access to outdoor recreation opportunities.

The report assesses the similarities and differences in how each state approaches outdoor recreation planning, including the goals, objectives, and strategies outlined in their plans. The report also evaluates data, state methodology, and outreach strategies. Overall, the report provides valuable insights into the various approaches to outdoor recreation planning and shares examples of states developing their plans through innovative solutions to better serve their communities.

NATIONWIDE - The Confluence of States and the State Outdoor Business Alliance Network (SOBAN) are excited to announce their upcoming convening at the Outdoor Economy Conference in North Carolina on September 18-21, 2023. The meeting between the public- and private-sector networks will provide an opportunity for their members to come together, share ideas, and discuss strategies for working together to advance the outdoor recreation economy.

The Confluence of States is a bipartisan coalition of 16 state offices of outdoor recreation, established to share best practices and collaborate on initiatives that promote outdoor recreation as an economic driver. SOBAN is a network of 23 state-based outdoor business alliances leading on sector development and advocating for policies and initiatives that support the outdoor recreation industry.

Nationwide - The Confluence of States have announced the addition of a new Manager, Maribel Castañeda, to support the collective work of the 16-state bipartisan coalition. Maribel has previously been serving as a Fellow for the Confluence of States providing administrative support and organizational leadership. She will continue her role in the same capacity leading efforts to build on the Guidebook for Developing Offices of Outdoor Recreation, the 2022 Confluence of States Outdoor Report, and liaise with industry partners at the Outdoor Industry Association, Outdoor Recreation Roundtable, The VF Foundation, and REI.

Maribel is a passionate public administrator with over a decade of experience in local and state government working in areas such as education, community development, board organization, and constituent engagement. She holds a Master’s in Public Administration from Virginia Polytechnic Institute and State University and a B.A. in International Affairs from James Madison University.

Prior to joining the Confluence of States, Maribel served at the pleasure of Virginia Governor Ralph S. Northam as the Director of Appointments and the Director of Latino Outreach. In this role, she led a team that appointed the most diverse slate of appointments in the history of Virginia. She also served as the primary point of contact for the Latino community supporting historic legislation for the immigrant community. Maribel is thought leader with extensive experience in board organization, member recruitment, and project management.

Maribel is an avid runner who has run a marathon and enjoys hiking and camping. She currently serves as a volunteer member of the Sports Backers Diversity, Equity, and Inclusion Advisory Council to inspire active living in the Richmond region and is a member of the Board of Associates for Lewis Ginter Botanical Garden.


February 14, 2023 — CONFLUENCE OF STATES RELEASE TRAILBLAZING GUIDEBOOK ON DEVELOPING OFFICES OF OUTDOOR RECREATION

Nationwide - The Confluence of States released the first-ever Guidebook on Developing Offices of Outdoor Recreation. This guidebook provides best practices and strategies sourced from existing state directors to ensure that new staff members who are in leadership of an office of outdoor recreation have an overview of proven ideas to help their office succeed. The guidebook will also support directors of current state offices of outdoor recreation, of which there are now 18 across the United States.

Over the past few years, there has been an unprecedented interest in outdoor recreation. U.S. federal data show that the outdoor recreation economy accounted for $862 billion in gross economic output, 1.9 percent of gross domestic product, and 4.5 million jobs in 2021. From 2020 to 2021, the outdoor recreation economy grew nearly 19%, over three times faster than the U.S. economy as a whole. States are seizing the moment by creating offices of outdoor recreation to cultivate economic development opportunities, improve public health benefits, connect people to the outdoors, and invest in their residents.

As the guidebook notes, Offices of Outdoor Recreation are created through legislation, budget line item, executive order, or gubernatorial action. They are often developed with the support of stakeholders, business leaders, government, and non-profit partnerships. While every state office of outdoor recreation follows a unique path depending on its role in state government and founding mandate, this guidebook will help new leaders map out their first-year goals and priorities.

The guidebook is presented in the following sections:

  • Operationalizing the Office - understanding the context of one’s office and developing goals.

  • Building Support – developing relationships with stakeholders and creating a plan for meaningful engagement.

  • Strategic Initiatives – providing an overview of common priorities including conservation and natural resources, economic development, grant management, and tourism.

Additional resources include a glossary of common language, a 1-year template, and appendix of helpful tools and links. Members of the Confluence of States are highlighted throughout the guidebook to provide words of advice and encouragement as new leaders start organizing their offices for the first time.

Nationwide - The Confluence of States released their first-ever Outdoor Report providing an overview of the collective work 16 offices of outdoor recreation have accomplished for fiscal year 2022. Offices include:

The Confluence of States are guided by four pillars to ensure outdoor recreation retains a bipartisan approach:

The report highlights each pillar describing efforts from across 16-member state offices and their departments. From facilitating grant funding to supporting outdoor economy summits and passing meaningful legislation to support the outdoors.

“Outdoor recreation impacts every state’s economy,” said Colin Robertson, Administrator of the Nevada Division of Outdoor Recreation and 2021 Chair of the Confluence of States. “We continue to grow as a collective group and welcome new states who want to learn more about what we have accomplished this past year. This report is the reflection of what common ground shared among different states can do for the great outdoors.” 

The outdoor industry is a powerhouse of meaningful job creation, and a driving force of our Nation's economy. This industry is an economic multiplier, creating a unique quality of life in rural and urban areas, attracting new businesses and professional talent to our communities. U.S. federal data show that the outdoor recreation economy accounted for $862 billion in gross economic output, 1.9 percent of gross domestic product, and 4.5 million jobs in 2021.

November 22, 2022 — WHAT THEY ARE SAYING: CONFLUENCE OF STATES LEADERS HIGHLIGHT NEW BUREAU OF ECONOMIC ANALYSIS (BEA) NUMBERS ON OUTDOOR RECREATION

Nationwide – The U.S. Bureau of Economic Analysis (BEA) released new statistics measuring the outdoor recreation economy for the nation, all 50 states, and the District of Columbia. The new U.S. data show that the outdoor recreation 1.9 percent ($454.0 billion) of current-dollar gross domestic product (GDP) for the nation in 2021. New Mexico Outdoor Recreation Division
“Through the New Mexico Cradle-to-Career Outdoor Industry Strategy, which was supported by the National Park Service Rivers, Trails, and Conservation Assistance Program, we hope to see a sustainable increase in outdoor recreation job growth,” Outdoor Recreation Division Deputy Director Alyssa Renwick said. “Our office, along with partners throughout the state, plans to build a pathway from pre-K through higher education for students interested in working in, and for, the outdoors. Vermont Outdoor Recreation Economic Collaborative
“For the second year in a row Vermont saw well over 1 million visitors at state-owned parks and record-breaking participation in outdoor recreation activities. Participation numbers reaffirm the state’s recent historic investments in outdoor recreation, which includes over $25 million directed by Governor Scott to fund outdoor recreation grant programs, supporting recreational infrastructure on state lands and the Vermont Trail System, and the construction of new rustic cabins in state parks,” said Michael Snyder, Chair of Vermont Outdoor Recreation Economic Collaborative (VOREC) and Commissioner of Vermont Department of Forests, Parks and Recreation.

“Growth in participation includes those new to the outdoors and from historically underrepresented populations. November 1, 2022 — CONFLUENCE OF STATES LEADERS GATHER IN NEVADA, ELECT NEW LEADERSHIP FROM MICHIGAN AND MAINE

Incline Village, Nevada – State level outdoor recreation leaders representing the Confluence of States gathered at the Outdoor Media Summit alongside industry partners to elect organization leadership, discuss key issues affecting the $689 billion outdoor recreation economy, and strategize about the continued advancement of the outdoor economy through their engagement with the Outdoor Recreation Industry Confluence of States Accords.

Brad Garmon, Executive Director of the Michigan Outdoor Recreation Industry Office, was elected Chair of the Confluence of States Coalition for 2023. Carolann Ouellette, Director of the Maine Office of Outdoor Recreation, was elected to serve as Vice-Chair.

Since the formation of the Confluence of States in 2018, the Chair position of the organization has been held by the leaders in Colorado, Oregon, Montana, New Mexico, and mostly recently Nevada. Additional members include Arkansas, Maine, Maryland, Michigan, New Hampshire, North Carolina, Utah, Vermont, Virginia, Washington, Wyoming.

U.S. federal data show that the outdoor recreation economy accounted for $689 billion of economic output for the nation in 2020, representing 1.8% of U.S. GDP and 4.3 million jobs (3% of all employment in the United States).

June 21, 2022 — CONFLUENCE OF STATES WELCOMES ARKANSAS, MARYLAND, AND NEW HAMPSHIRE

LITTLE ROCK, ARKANSAS – Outdoor recreation leaders from Arkansas, Maryland, and New Hampshire committed to advance the principles contained in the Outdoor Recreation Industry Confluence Accords, on behalf of their governors, at a signing on May 26, 2022. That brings the total number of states in the coalition to a historic 16.

The signing took place in Little Rock, Arkansas, at the National Governors Association (NGA) Outdoor Recreation Learning Network Annual Policy Institute, a two-day gathering of Governors’ outdoor recreation office directors and advisors. The purpose is to exchange information on advancing outdoor recreation and explore issues related to conservation, stewardship, education, equity, workforce training, economic development, infrastructure, and public health.

The Confluence Accords embody 12 principles contained in the four pillars of conservation and stewardship, education and workforce training, economic development, and public health and wellness. They were developed in 2018 to promote and advance best practices for all states to sustainably grow their outdoor recreation economies.  

The original Confluence Accord signatories were outdoor recreation directors from the states of Colorado, Montana, North Carolina, Oregon, Utah, Vermont, Washington, and Wyoming on behalf of their governors. The second signing included Maine, Michigan, Nevada, New Mexico, and Virginia.

“Outdoor recreation is an important part of every state. While our landscapes look different, we are committed to the same pillars,” said Colin Robertson, Chair of the Confluence of States and Administrator of Nevada’s Division of Outdoor Recreation. “Leaders from Arkansas, Maryland, and New Hampshire have taken the next step to stand by 13 other states and support one another.”

“We welcome three states who have committed to elevating outdoor recreation. Their commitment supports small businesses, creates jobs, and improves the well-being of communities,” said Axie Navas, Co-Chair of the Confluence of States and Founding Director of New Mexico’s Outdoor Recreation Division. “The Confluence of States will support their success as a resource to share best practices and a collective voice for advocacy.”

“As ‘The Natural State,’ Arkansas’s signing of the Confluence Accords makes a great deal of sense,” said Katherine Andrews, Director of the Arkansas Office of Outdoor Recreation. “Our office was created last year by Governor Asa Hutchinson and Parks, Heritage and Tourism Secretary Stacy Hurst, who both recognized the importance of outdoor recreation to Arkansas’s economy, our quality of life and the health of our residents and visitors. We are proud to take this step in joining the Confluence of States and look forward to learning from and alongside our fellow member states.”

“Our involvement in the Confluence of States demonstrates our commitment and allows us to share best practices and develop policies that support the wise use and responsible enjoyment of our natural spaces,” said Daryl Anthony, Executive Director of Maryland’s Office of Outdoor Recreation. “Maryland’s land and aquatic assets do not recognize state lines, so it is essential that as we expand Maryland’s outdoor recreation potential, we do so in partnership and coordination with our fellow states.”

“New Hampshire is proud to join the Confluence of States and adopt the Confluence Accords.” said Scott Crowder, Director of the New Hampshire Office of Outdoor Recreation Industry Development. “If you are the company you keep, New Hampshire is in good shape collaborating with these industry leaders from 15 states to advance the outdoor recreation industry within our respective states and across the country.”
