Position: Confluence of States Manager
Location: Remote
Compensation: $4,000/month
Full/Part-time: Part-time, approx. 20 hours/week
Reports to: Chair of the Confluence of States

The Confluence of States is a national, non-partisan coalition representing 24 state offices of outdoor recreation. Our mission is to support state offices of outdoor recreation and cultivate strong outdoor recreation economies with a commitment to advance conservation and stewardship, education and workforce training , economic development, public health and wellness, and opportunity and experience.  Twenty-one states have signed the Confluence Accords.

For member states, the Confluence serves many purposes, including:

  • Networking and educating state offices of outdoor recreation through monthly meetings, biannual convenings, maintenance of an intranet, and coordinating communications to and among offices. 

  • Elevating offices of outdoor recreation with external communications and feature opportunities.

  • Supporting existing and new offices of outdoor recreation, with particular emphasis office sustainability and development of new directors.

  • Connecting state office of outdoor recreation to the outdoor recreation industry.     

The operations of the Confluence are guided by our charter and governance and its leadership team includes its chair, co-chair, immediate past chair, and additional positions.  Primary activities of the Confluence include monthly membership meetings, biannual convenings, regular leadership and partner meetings, production of resources and communications pieces, and speaking engagements.

We seek a Manager who will play an active and empowered role stewarding the Confluence of States, communicating its impact, and deepening its partnerships while building long-term organizational sustainability. This is a position for someone who thrives in a dynamic, relationship-driven environment and is energized by leading at the intersection of outdoor recreation, conservation, and industry.  The Manager of the Confluence of States is a visible professional in the national outdoor recreation industry and economy community.

Job Duties

Core job duties for which the Manager is primarily responsible include:

  • The Manager is the backbone of the Confluence of States.

    • Serve as a central point of contact and response for external communications with the Confluence, internal communications among Confluence states, and scheduling.

    • Plan and coordinate logistics for bi-annual Confluence of States convenings.

    • Draft agendas in collaboration with Confluence leadership, compile and distribute meeting notes and other relevant information, and follow-up on action items monthly Confluence of States meetings.

    • Track and report on status of Confluence operations, projects, and member states. 

    • Provide technical, creative, and administrative support to and capacity for the Confluence of States and its working groups and programs.

  • The Manager will be an excellent communicator and storyteller for the Confluence of States.

    • Publish monthly Confluence newsletter.

    • Manage social accounts (LinkedIn) with weekly posts.

    • Manage and update Confluence website monthly with all relevant updates.

    • Create bi-annual reports on Confluence priorities and successes for sponsors, stakeholders, and subscribers.

    • Draft and publish press releases on behalf of the Confluence.

    • Represent the Confluence in meetings and at events.

  • The Manager will facilitate strategic partnerships with and for the Confluence of States.

    • Maintain open lines of communication between the Confluence and outdoor recreation industry and outdoor economy partners.

    • Collaborate directly and regularly with Outdoor Recreation Roundtable, the Confluence’s fiscal sponsor, on operational and program-related work.

    • Onboard and support new state offices and directors.

    • Maintain open lines of communication and facilitate collaborative opportunities with Confluence sponsors.

In addition to the core duties listed above, the Manager will support the Confluence of States in the following areas with anticipation that, as the Manager develops experience in the role, they may take-on greater levels of responsibility and autonomy in these areas.  

  • Provide thought and strategy leadership for the Confluence related its role in the national outdoor recreation industry and economy movements, as well as on state and federal outdoor recreation issues.

  • Advance organizational development, sponsorships, and fiscal sustainability including sponsor recruitment and support, fundraising, and organizational and programmatic planning and implementation.

  • Identify, support the establishment of, and recruit for Confluence membership new state offices of outdoor recreation.

The Confluence of States seeks candidates with proven organizational management and communications experience who are comfortable working independently, communicating with high-level government and industry leaders, and navigating multiple duties simultaneously.  We seek candidates who are passionate about the outdoors, the role of state leadership in delivering the benefits of outdoor recreation, and the power of public-private collaboration. We seek a leader with the ability to manage diverse coalitions, build national partnerships, develop and deliver compelling communications, and effectively advocate for the value of state offices of outdoor recreation. People who deal well with complexity, learn on the fly, demonstrate sound judgment, and solve problems creatively will be most successful.  

The ideal candidate:

  • Communicates effectively with executive- and board-level leaders in government and industry.

  • Brings strong organizational, administrative, communications, and project-management skills.

  • Demonstrates exceptional writing abilities, especially in inter-personal communications, as well as technical, policy, and advocacy formats.

  • Has experience cultivating and managing partner relationships, including those with organizational sponsors.

  • Is comfortable and effective operating independently with limited daily oversight.

  • Thrives in an environment that requires strategic thinking, uncertainty navigation, and relationship-driven leadership.

  • Has experience organizing large-scale convenings, events, and national meetings.

  • Is deeply passionate about the outdoors, the outdoor recreation industry, and the contributions outdoor recreation can make to economic development, health, conservation, and community wellbeing.

Position Details

Compensation for the position is $4,000/month with an expected time commitment of approx. 20/hours per week.  The candidate will manage their own schedule and will be expected to be responsive to leadership of the Confluence of States as well as the Confluence’s fiscal sponsor, the Outdoor Recreation Roundtable.  The Manager of the Confluence of States will work as an independent contractor through the Confluence’s fiscal sponsor.  

The Manager will participate in all scheduled membership, leadership, and partner meetings of the Confluence of States, as well as travel overnight at least twice a year from the Confluence's two biannual convenings.
